Just start the game. the Mods folder and the cfg file in it will be recreated if they are missing.
I've tried that a couple of times, It could be my laptop but it's not working still
@e31m Every time the game starts, it recreates the resource.cfg file inside the Mods folder. If you're starting the game and then not seeing that file inside Mods, you may be looking in a Mods folder somewhere on your computer that the game isn't looking at.
