Can't go inside generic lot build or use floor level arrows

Steps: How can we find the bug ourselves? I'm not sure, but I'm guessing this is happening because I built the generic lot where a residential lot used to be? Even though I changed the lot type to generic, it seems as though the game has decided the lot is generic for all sims except mine...
What happens when the bug occurs? I bulldozed a residential lot in Windenburg and remade it as a Generic lot. When I took Sims to it, they couldn't go inside the house. The game treated it as if it was still residential. However, NPC Sims can go in and out just fine. Also I can make my sim use items inside the house by clicking on them through the window and they can use them as normal, but I can't see them, everything disappears like when you zoom in on a building off your current lot. In addition, the up and down arrows for floor levels stopped working at the same time. If I go into build mode, they work, but once I'm back in live mode, no matter what I click they don't change, and eventually both arrows gray out. I tried changing the lot type several times, removing lot traits and challenges, reloading the game, resaving, but no luck.
What do you expect to see? To be able to change residential lot types to public ones and have them function, and to use floor level arrows in both build and live mode.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
