Cant Ipren vet clinic

Hi, I have the base game sims 4, and I have the exmpanaion pack cat and dogs. Before I could open a business to be a veterinarian. But now when I want buy a vet clinic, I can’t. Nothing is happening. I don’t know what to do. I can’t even go into the sims phone to buy a business. So please help me so I can play as a veterinarian
