Can't open or purchase seeds

Product: The Sims 4
Platform: PC
Which language are you playing the game in? English
How often does the bug occur? Every time
What expansions, game packs, and stuff packs do you have installed? Island Living, Cats & Dogs, City Living, Get to Work; Jungle Adventure, Dine Out, Outdoor Retreat
Steps: Tried moving game file out, and then adding everything back in newly generated file; restarted
What happens when the bug occurs? Can't purchase seeds from PC, phone, or planter. Can't open seeds in inventory I got from build mode, even if I place them in the world.
What do you expect to see? I expect to purchase seeds, or have the option to. 
Have you installed any customization with the game, e.g. Custom Content or Mods? A TON - mostly clothes, toddler mods, furniture mods
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I cannot purchase seeds from phone, PC, or planter. When I have the pack in my inventory - which I got from the build mode - it will not allow me to open them either.

What am I doing wrong? It only allows me to place in the world or add to favorites. Even if I place them in the world, I still cannot open them. 

When I click the planter, it tells me I need seeds - it does not give me the option to purchase them. It says I have nothing in my inventory to plant, but it does not allow me to buy anything.

I need basil for my career, so I want to figure this out. Thanks.
