Can't place cc posters on the walls

I can't seem to place cc posters on the walls. Instead, they are highlighted in red and when I try to place on the walls, nothing happens and no message appears. I don't know why this is happening. I already tried repairing the game, but nothing. I don't know what else to do. It was working perfectly fine before, but now it's not.
