@NessieAlways Sounds frustrating. I can suggest a few things to try...
Please make sure your game and packs are fully updated (click spoiler tag for directions):
• open Origin
• click ‘Game Library’
• right-click Sims 4 > Update Game
Please then try running a game repair. Let it run through all of your packs, then see if the issue remains:
• Let it run until it has completed all repairs. It will do the base game first, then run through each of your DLCs (Expansion Packs, Game Packs, Stuff Packs and Kits).
If the issue remains, you said that if you open a new game save the issue is not there? Perhaps there is a Mod or CC issue that is caught up in cache that made it hard to identify if removing your Mods/CC fixed the issue. To confirm this, please do the following (spoiler tag), and test in a new save to see if the issue is still gone. If you open your current game to confirm if the issue is gone, however, with the Mods/CC out of the game to test, make sure you don't save that game that you opened, or it could cause loss of content you want to save.
If the issue is gone without the Mods folder/content in the game, and after removing that localthumbcache.package file, you can then start checking for what Mods/CC are causing the issue, whether any have updated versions that may fix it. You can also check the 'broken Mods/CC lists' here:

I've already fully updated and repaired the game and packs. The issue is still there.Taking out my mods was the first thing I did since 99% of my errors are mod related, but not this one apparently. The issue still stuck around even with vanilla game and cache cleared.
I'm pretty sure it's the save file it self.
I even deleted the game and re-installed it and put the save file back in. Still happening.
I started a completely new game and sped proposed a new couple. (No mods) It worked in the new game!
I think I'm going to try to run the game without My wedding stories. I think there's a way you can do that. I remember doing it when I used the multiplayer mod with my friend and she only had base game.
If not, I'm back to my debate on saving the sims to library and just placing them in a new world. I'm super attached to their relationships though and my save file is custom. I changed every lot and townie >__< or just biting the bullet and having my sims elope until I finish my legacy.

@NessieAlways If you would like you could DM me and we could try you zipping and sending me the game save (I can give you a location to upload it to), and I could try it in my game, as I play without Mods/CC.
I'm so sorry for your frustration! If you resort to a new game save you could try uploading as many homes and groups of friends/families as possible to your library into 'full' (8 Sims) households, then cheat in the relationships they had before. They should maintain the relationships with those that are uploaded within the same household, though, but uploading them to the library severs all other relationships.
