Can't turn off freebuild on residential rentals

No, but I'm going to now I guess starting with TMEX. I ended uo making a sim buy the lot and then went into buid mode and there freebuildmode is off but when I go back to the household its back on. I'm going to remove TMEX for now and see if thats the issue.
