Sims 4 will use whatever folder Windows designates as the Documents directory, whether that's in OneDrive or not. And of course your mods need to be in the folder the game is reading. Here's how to find it:

The "I want to get rid of OneDrive" section of that guide describes how to confirm that the Documets directory is where you want it.
