If you are still getting the background after removing all mods and CC, then you've missed something somewhere in your user folder. I suggest you create a new user folder (The Sims 4). Just rename your current The Sims 4 folder to something else and start the game. A new user folder will be created. After that, just move or copy your saves, tray, screenshots (if you want to save them) ConfigOveride (if you use any) and Custom Music (if you use any) over from the old to the new user folder. Start the game to make sure your saves load and you can see the lots and sims in your tray and everything works. Then, start moving your mods over, checking to make sure they work and look in CAS to make sure you haven't copied over the CC background. And finally, start moving your CC, again checking to make sure you haven't copied over the CC background. If you do, you should be able to find it fairly easily. The reason I suggest doing it this way is that if the background file got placed in a folder other than mods, then it will not be there in a new user folder. If, after doing all this and it still shows, then it has to be something in your mods folder.
You could also use Sims 4 Studio to look at everything you have in your mods folder to find the file so you can remove it. CAS backgrounds don't give you a visual image in S4S but if you look at everything in the folder, you should be able to narrow down which file it is.
Hope this helps.
