I took a quick look at the dress in Sims 4 Studio and the creator didn't tick the flag that identifies the item as feminine. To view it in CAS, simply click the "x" next to where it says feminine in the filter option box above the columns displaying the clothing and it should become available.
You can also use Sins 4 Studio to fix the problem. You will need to download the program from here: http://sims4studio.com/
membership is required but free. Once installed, click the "My CC" button to access your CC. In the new window on the left, you will see a list of all of your CC. Click on the file for the dress. You should now see the dress in the center of the page. To the right is a list of options. Scroll down until you see "Fashion Choice" then tick the box next to feminine and "apply to all swatches", then choose "save" at the bottom of the page.
