@WintersCoven A couple of things:
- delete the file called localthumbcache after you remove or replace any mod/CC
- make sure you've not got a second Mods folder floating around and are using the wrong one. Here's how to see what folder the game is seeing: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/
I had already tried deleting the cache file, as i mentioned above. I also have double checked the location and its going to the right spot for the mods folder.

@WintersCoven If you edit the Sims, can you get the defaults to go away? I use eye default CC and have never run into them sticking when I remove them to run tests. Another thing to try is a "Save As" on your save.

@WintersCoven That really sounds like the file isn't actually removed. Try this: https://sims4.crinrict.com/eng/2014/09/resetting-the-game-to-factory-settings-without-reinstalling/ You'll still have your old files there to put back in the new folders, but you'll have a true clean start (and a chance to check if that was really the user folder the game was seeing or a duplicate somewhere else). It can also clean out lots of glitching in general.
