Definitely could be, but then why would it still not work when I took all the mods out!

Look man, here's what I did. Evict the sims you're using in that dorm. Then bulldoze the lot. Go in the gallery a download the same lot which you can find under Tidal or Briny towers no cc. Upload that new lot then try sending a new character to see if it works.
