CC is located in the Mods folder (Documents>Electronic Arts>The Sims 4>Mods) so make sure the content you're downloading is found in that folder. If you go into Create-A-Sim(CAS) and see items with a blue wrench on the top right corner, that means its CC. If you do not see anything of that sort in CAS then that means that what you've downloaded was not put into the Mods folder. You can simply copy the files you've downloaded and paste them into the Mods folder. I hope that can help you!!!
