Yes, just did. It still isn't working.

I had the same issue in my save game and done all of the steps mentioned, to no avail, try the following:
Now that you have everything removed:
1. Load a different save game without the error code (ideally a save that does not include the family you have been playing with), exit the game
2. Load the corrupted save where the error code appears (no error should appear) and select the family you would like to play and choose a sim that is on the home lot
3. The error should no longer appear and you should be able to load the family
4. Bring home any sims not on the lot and save a new save - you should now be able to play
Option 2 - in case you are playing with a save that is not a family try the above steps and load a different family in the neighbourhood, try and cheat your sim to the active lot and save under a new save.
Gradually add mods back to the game - in case one of these triggered the issue!

@LolaMackTM When you play in a "New" game from the main menu, after removing the Mods folder to your desktop and deteing the file called localthumbcache, do you have the error?

Not anymore, are you still seeing the error?
Also remove all cache files: avatarcache, clientdb, lastexception, localthumb and remove the file in the cachestr folder - but do not delete the folder.

@LolaMackTM Okay, so if a New game with no mods/CC works, the next thing to try is copying your save files from the old folder into the new Saves folder, then use Load to see if one works now.
