Cheat/mod all NPCs are ones u created?
Is there any sort of cheat / mod that all the random NPCs that show in anywhere in game or visit your house are only ever sims you have created?

There's a cheat system here, but the game will still create new NPCs that you then need to do something about: EgonVM's Ultimate NPC Making Guide 2.0 | EA Forums - 4955205
