Cheats not working

I have completely uninstalled and reinstalled my game, which included deleting all my saves and cache because this cheat did not work, and it still isn't working. 

The problem:

I turn on bb.testingcheats true

There is no option to cheat needs for the Sim.

I cannot use the Money cheat.

I CAN use Motherlode and Kaching, but typing Money 500 for example does nothing.

This has been an ongoing issue for some time for me and I have no idea how to fix it. I've tried repairing my game. Reinstalling my game. Swearing at my game. Everything.

I do not have CC or Mods. Never have.

I'm getting frustrated because I see other Simmers on YouTube are able to use these cheats, so there is clearly something wrong with my installation of the game. Any help would be greatly appreciated.
