Cheats won't work in new save filea

I've developed an issue where I can't use the basic cheats in game (mainly alter needs when clicking the postbox)but it only happens in new save files

- I have mods, I removed them all and checked but still had the issue (I also have custom content)

- I checked old save files and the issue isn't there, I'm able to use the alter needs functions on the postbox 

- I have tried repairing the game through origin
