Child is suppoedly taken away but not taken away HELP! ASAP

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.129.1030
What expansions, game packs, and stuff packs do you have installed?  EPs: Everything but Eco Living, Snowy Escape, Cottage Living,  SPs: basically everything but Tiny Living, My First Pet, and Maschio stuff Pack,  GPs, basically everything but Werewolves.

Steps: How can we find the bug ourselves? Unsure how to replicate this bug.
What happens when the bug occurs?  the child keeps gets taken away for neglect despite everything being good (including grades) but at the same time not taken away?

What do you expect to see? For her not to cause a bug in my game which is she's being taken away for neglect and yet also *not* taken away? 
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes 
Did this issue appear after a specific patch or change you made to your system? -I had a problem earlier with not being able to switch between sims but it's working now.  

And I already tried repairing the game. Didn't do much.   And I alrways delete package files 

I already tried "evicting the family and put the sims back into lot" and all that did when I tried to reload the house is it bounces me back to "Manage Worlds" screen"

Since I want to be filming the last couple of pictures for Chapter 10 of my SimLit of Gen 7- and I can't if one of their siblings keep disappering
