City Living Festivals Cause Game to Freeze

I can no longer attend City Living Festivals as of the most recent October update. Yes, I have a ton of CC but not a lot of CC that involves scripting. Not sure what is going on. When the map loads, it freezes and has visual glitching as if it can't handle rendering the lot properly. So annoying. I can only force quit at that point and reload the game. Anyone else experience this and no if it is due to a mod conflict. I just noticed my game has been freezing time a lot during general gameplay, as well, since this most recent update.
