City living romance bug?

I have realized that only in San Myshuno all sims will automatically start with a romance interaction. For an example, an NPC sim will come up to my sim I'm currently playing and just start making out with each other and they will have no friendship or relationship bar. It also tends to make any conversation after "awkward/very awkward." permanently. It's very odd because there will be no indication on what happened. Jealous couples will not show any emotion towards the interaction as well if it just so happens to be in front of their SO. So far, I have shown that 1 in 3 sims will up their relationship level slightly if this happens. I'm not sure how to fix this or if it's just a part of the city but I think it's very odd playing and having literally everyone flirting with each other. This happens everywhere in San Myshuno and I have checked the lot types as well and everything is normal, I can't even cancel the romantic interaction. Sometimes this interaction in Que will just be labeled as a heart with no indication of what's going to happen, and I have to reset the sim for it to go away. Any advice? I don't have mods I'm on Xbox. Thank you!!
