Clock freezes / unable to save

Steps: How can we find the bug ourselves? Play the game normally, and randomly time will freeze.
What happens when the bug occurs? I'm playing normally, my sim is studying, or watching TV, etc. when suddenly the clock freeze, but the animations keep going on a loop (sim's head still 'nodding', when playing an intrument: still playing on a loop, etc.). The cursor is still moving, but I can't interact with anything. I can still open the build / construction mode but no changes will be effectively applied to my lot. When I try to exit the game, it just freezes and I have to restart my computer because the game window won't reduce. When I try to save, the saving screen is endlessly going on a loop, and it's the same when I try to manage world: endless loading screen; in those cases I have to force shut the game through the task manager. All my mod and cc are updated, and the error still occurs when taking them out of my game.
What do you expect to see? The clock shouldn't freeze, and I should be able to save or interact with world.
