Clutters suddenly disappearing from apartment AND lot inventory

In addition to what @luthienrising has suggested, some clutter will disappear if it was placed with MOO when you go in and out of build mode with MOO turned off.  It'll also happen with objects placed with Alt at times.  Usually, but not always, the clutter that disappears ends up in the household inventory.  It is usually caused by overlapping object footprints (the little green square you get when placing objects).  So, when it does happen, you have to place it again.
