Crashing my building panel

I don't know how long I've had this problem so I don't remember how it started, but the problem is this; when I have already created a family etc., and when I enter the world and want to build a house, the building panel is nowhere to be seen. And when I exit this mode, I have an empty space where I don't know what exactly it should be (but I'm sending a picture) and next to this space there is a building mode icon (to exit it) and when I want to reset the sims, I can't enter the settings and the only option to turn them off is to turn off the whole computer :// I really hope for help because i really love this game and i spent a lot of money here.
