Daily Task is always complete!

Normally this might be a good thing but is it a bug?  

I've had several sims that have their daily work task set as always (Complete) and in the instance of the Business Career, this means that interactions on the computer such as Fill Out Reports are grayed out and if I hover them it says, "There are no reports to fill out until after the next time your sim goes to work.  But even after another day of work, it still says complete.
