Delivery Express Tattoo items not showing in my game

I have tried everything. I removed all my mods, repaired the game multiple times, cleared cache and thumb cache, updated game, made sure the delivery is downloaded, everything. My game shows that I have downloaded the new delivery because I did the day it released. But I cannot find these tattoos in cas at all. Can someone tell me what I keep doing wrong???
