Dine Out perk cheats not working!

I’ve made sure my cheats are enabled. I am on my lot. I’ve tried using the cheats both open and closed in my restaurant. Nothing is working. I have used the same code twice and it is not giving. The only thing I could possibly think of is that the cheats are invalid and don’t work no more. I’m playing on console so a cheat fix mod will not work for me seeing as I cannot download mods on my PlayStation 4. Can someone please help me figure out what I’m doing wrong?
