Desktop.ini is a Windows settings file for the folder it is in. Every folder has one though they are generally hidden. In a compressed file you will be able to see it If you tried to copy it to the tray folder. It was probably added to the archive by accident. package files goes in your mods folder and contain the CC used. Files named trayitem do go in the tray folder. If there are other files you wonder about look in the tray folder if there is already other files with the same extension or post a screenshot here.
