SO I just ran into this, despite building CC free (minus TOOL). Suddenly can't run it as a restaurant or visit it. Then, I realized I had put placemats on the walls, which I got from the Gallery. I deleted those and suddenly, bam, it works. Not sure if that was the cause and I'll keep testing but that worked for me. It's got to be the placemats.
EDIT: I notice someone else literally already said that so I guess that's the answer.
I ran into this same problem with a restaurant I downloaded from the gallery (Copperdale restaurant by atalay34). It doesn't have CC and I've tried a clean game without Mods but it still gives me the error when traveling there. I have chosen to delete that lot since I don't know what is causing the error.
