Does MCCC allow you to freeze progression in a skill entirely?

I'm still getting used to all of the settings in MCCC, and I'd like to freeze a skill entirely for one of my toddler Sims. I know there are apparently cheats to slow down the rate of skill progression...

Don't know about MCCC, but there is a separate mod that allows that.
