Queried this with Deaderpool on his Discord.
He says that it does work via an RGN but it's weighted towards the lower end (did not say how weighted though).
So setting it to the default 3 should mean more single and twins than triplets, and setting it to 2 should mean more singles than twins. The higher you have it set, the greater chance of multiples, but it isn't equally weighted (my bad).
