Does someone knows of a mod that restrains the number of NAPs per neighbourhood to only one instead of four? Thank you in advance :)

You don’t need a mod. You can restrain the number of NAPs in a neighborhood by shutting off NPC voting. Then the only NAPs that will be enacted are those your sim votes for, or that you cheat into effect. So, if there are multiple NAPs in effect you can use the cheat to repeal all or most of them, then you can have your active sim vote for the NAP you want, or cheat it into effect and only have the one active.
