"ea account does not own these items" cc/mods removed + can't restore

I'm not sure if it actually detected anything serious or not, but i got the pop up that said "one or more items may not be installed on your computer, or the ea account that is currently logged in does not own these items," and all my cc + mods have been removed from the game itself. however i think they're more blocked. because all files are still safe in my cc folder, haven't been tampered with. i've tried uninstalling and reinstalling the game from steam, validating all files, deleting and installing from a new EA account + EA app instead of steam, repairing, and for some reason it KEEPS my sims, and will still not let me access my cc. i'm terribly lost. no matter if i delete and redownload my cc or download new cc, my game blocks it. i've turned cc/mods perms on and off in the game many times, nothing. i've tried everything i could think of and find online.
