@Longmire58 Please delete the resource.cfg you've created and allow the game to make its own, just to be on the safe side.
If your mother's computer has a third-party antivirus installed, please set exceptions for TS4_x64.exe and EADesktop.exe. If the computer only uses Windows Defender, find out whether Controlled Folder Access is active, and if so, set the same exceptions. (Don't enable it if it's not already running.) Here's a guide for CFA and a couple of third-party programs:

Copying the game's program files from your computer to your mother's will likely accomplish nothing at all.

I actually meant that her game created the new Resource Config file when I started a NEW FRESH game w/an empty Saves folder.Sorry for my misleading information and communication.
I will now try some of crinrict's advice... He/she has been such an excellent source of knowledge and help to the Sims community.

Okay, a fellow Simmer helped me by doing this:
In the Mods folder just have the1. Resource Config file
2. UnpackedMod file
3. One ⚽ Verified Working Custom Content File
All other mods and Downloads folder are removed for now.
Start a NEW Game and see if the 1 cc file shows up in the game.
YES, it did!
Then I put all the mods back in plus the Downloads files and everything was workingperfectly as it did before the EA Launcher app update.
No need to add the Sims 4 exe/EA Desktop exe to the Exceptions lists of my Mom's antivirus programs:Norton & Malwarebytes. 🙂
