Error: 102:7507d9f:c54e3707 Fail to Load. NO MODS OR CC

If I try to load either a new game or existing save, I get the loading screen for a significantly increased amount of time, then I end up on the neighbourhood screen with the following error message:

The game failed to load. Error code:102:7507d9f:c54e3707. It is recommended that you relaunch the game.

I do no use mods or cc.

I have removed the "mods" folder anyway (it was empty). 

I have cleared all files and folders containing the word "cache" in any form. 

None of these have worked. Not sure what else to try. 

I have all the expansions, all packs except the werewolf pack, all the 'stuff' addons, no kits. 

Any ideas as to what I should try next?
