Are you using mods/cc?
If you are, does this happen if you remove them?
If it does not then something in your mods folder is causing an issue. Add them back in slowly, testing as you go, until you encounter the problem again. If you add in "chunks" you can minimise the effort this takes. Once one chunk causes the issue you can narrow that down further until you identify the problem CC.
