Which lot are you having problems on?
I'm having same problem right now, roughly 15 seconds though, much longer than my normal. Occasionally, the screen goes white for maybe half a second and I think it's going to crash, then comes back, but mostly its just frozen for an extended period of time. Only started today. Not affected by number of items on the lot, since I had maybe 5 items and an empty shell I was about to start working on.
I'm currently trying to build on one of the 30x20 lots in Brindleton Bay. I tried one of the bigger lots near the lower left of Brindleton Bay with one of the items I used the eyedropper tool on, and had zero problems. This lot had no sims living there, so I tried the other 30x20 lot that has a full house and sims living there, no issues.
Minor update: the search bar seems slower on this lot too
