Flitwick fair and other events starting at wrong time

this may be long so ill start at the beginning. 

tldr sims events like flitwick fair start at 9.41pm and end at 3am and the seasons are all messed up, this happened with multiple saves from years or days ago, but doesnt always affect them all

one day my sims 4 game didnt load and ive been playing sims 2 a lot and deleting log files and cache usually clears it up so  i do that to my sims 4 and then i notice the calender is bugged and is displaying everything in the wrong order (think christmas in spring type) and all events at the wrong time, i panic for a while and find an earlier save where this doesnt happen.

new update comes out and my game doesnt load so i delete cache files but not all the ones i deleted the first time so it would load and it does but now its worse. i cant find or recover any saves where it isnt at the wrong time, i have no idea why it does this. i know its my fault but i tried starting a new game and deleting mods to see if that resets the game to be at the original starting time since i think the game allocates the event time based on the first game played being on mon or sun at 7am, and since i deleted the logs it thought the game was 7am when it wasnt.

any way to fix this?
