For Rent: Maintenance Poor

So no matter how many times I perform maintenance and inspections, nor how quickly my sim resolves maintenance and emergency events, the unit rating for maintenance remains poor.

I do have mods installed however everything else in my game works fine to me, just this one issue. 

Please help.

I've searched everywhere but I haven't found any fix for this so far. If there is one I have overlooked, please,  point me in the right direction.
