Update, I've managed to get to work on people unedited (somehow, it's very finicky), but the sims I forced breasts on or off won't work with the command.
+1 This is still an issue today.
I'm helping a simmer troubleshoot this nonsense.
ForceOff worked but using ForceOn after ForceOff on the same sim does nothing.
