Frozen hot tub effect not on hot tub

I have no idea how this happened, I'm playing on a residential rental lot and not sure if that has anything to do with it. The area the hot tub is in is in one unit and the frozen top effect is just between a different unit's area and a non-enclosed space with no label. I can move it with tool mod but can't click on it otherwise. It's a base game hot tub and I have cc hot tubs but no mods that I think would effect it. I can't shift click on it either to reset it, any ideas on how to get rid of it? 

Probably unrelated but I also get a 5 second long musical sting about every 5 seconds that is driving me crazy. It started happening after I got back from a jungle adventure vacation in selvadorada. I've seen some other people saying they get it too, its a dramatic sort of scary noise. I have some jungle adventure items placed but moved them all to the inventory and the noise kept going so I'm not sure what's causing it.

    LizardWizard87​ To rule out that some mod/CC isn't interfering -- including TOOL, just to be sure -- please try this furniture-moving with an empty mods folder. 

    Your two issues are unlikely to be related. For the second, have you cleared cache at all recently?

    Both of the issues were fixed when disabling cc/mods, haven't found what caused it specifically

    I've moved to a new residential rental lot, and after playing for several in game weeks the same frozen effect has showed up again. Its on a planter from cottage living, and when I add the whole item to my inventory it shows up as a cc object with debug as the name and no thumbnail. I can't delete it but can place it. I also got 2 "invisible effect" items in my inventory from other planters in the same area. Not too bothered by it anymore but wanted to update incase anyone else gets the same thing and know what its from.
