game crashes when I try to change sims into formal outfit

Every time I try to edit or change into a formal outfit the game crashes I already uninstalled my lasted cc download and viewed the integrity of the game files (steam) but this didn't fix it. I heard some other people saying they had this and that it's from the latest update but the update came a little while ago and this has only started  now. Is there any other fix for this??

EDIT: it's weird that this time posting it didn't ask me the usual questions so I'll answer them

mods or cc installed: yes

packs installed: seasons, cats and dogs, get together, cottage living, realm of magic, vampires, jungle adventure \

YET ANOTHER EDIT:

Suddenly I can have my sims wear formal outfits and edit them but now they, or specifically  this one sims I have has this weird shiny texture but only on her portrait in the corner and not on the actual sim. I heard this can be caused by low graphics but my graphics are set to ultra with PC that can handle it so I don't get what's wrong. I've got a screenshot of it but i'm not sure how to fix this new issue.
