What system are you running the game on and do you use mods? This sounds like it may be a mod issue. So, if you do use mods, move your mods folder to your desktop, delete the localthumbcache file and start the game. Once you get to the map, check to see if the Options come up as they should. If they do, then exit the game without saving. Then you're going to have to go through your mods and CC to find the file causing the problem.
