Game speed keeps changing

My game speed keeps changing to speed 1, every 5-10 minutes in-game even though my sims will be at work, at home, or sleeping. I like to play between 2x and 3x speed but it keeps changing to 1x. I've tried restarting my computer, repairing my game, taking all my mods out, and I even deleted my sim's cat wondering if that was the problem. I'm assuming it's something with the new update that possibly came out for the kit but I'm not sure. Does anyone know how to fix this?
