How to Use Mods and CC has general instruction sets, including how to narrow down causes (without testing one by one), which in Sims support we call 50-50 testing. (Click that link for instructions.) It also has information on how game updates affect mods/CC and how to manage at update time. The what not to download for Sims 4 part can be relevant! Sometimes people's problem is they left a zip or rar folder in their Mods folder, or they added Sims 3 CC.
Pinned in this forum, there's always a Broken/Updated Mods & CC post. This restarts at most game updates, and I update it almost every day. Part of it is a list of older broken mods/CC that don't have updates. The rest is for things broken or updated since the current patch. Not everything is listed here -- for example, mods that change the game rating (18+ mods) or that otherwise don't follow the rules EA sets for creators.
I also keep a Mod/CC Issues master post . This includes lists of symptoms you might have plus common causes. That won't help you a lot for this issue, but it's worth knowing about in the future.
