Is there a mod to not have ghosts be in jobs ie dr etc?

@Stormkeep thank you, that was extremely helpful and I now understand what I was doing “wrong,” I’m a new simmer (3 months) and I just didn’t understand the game mechanics, going forward I now know how to fix my problem
