Grafting is not working

I have been having an issue with the grim rewards event. I have been trying to get the death flower through grafting, but it won't take a cutting from the pomegranate plant and it won't let me splice anything graft anything either. I have tried everything including completely cleaning out my mods folder and testing in vanilla and it still won't work.
