I have always been able to have different hair colors and I had someone else see if they had that same problem and they could have multiple hair colors too this just became a recent issue for me
@Bethany_6922 Are you sure that wasn't a mod at the time or it was Sims 3 ?

Yes I am sure I had someone test it just yesterday on The Sims 4 and they have zero mods and they didn't have the issue
