Henford-On-Bagley not accessible

I bought some sims 4 DLC, Cottage Living and though the map is accessible nothing in the map itself actually works. It's just blank without labels or anything. Anyone else having this issue? Edit ...

@AbsoluteAzzy Have you tried repairing your game ? What language is your game in ?

Yeah, I've repaired it countless times. I deleted all of my mods. I have other DLC that I got a while ago and it works fine, I realized that Cottage Living was not in the same location as the working dlc so I put it there. So now the map has color and is accessible, but I can't do anything further. My game is in English.

        @AbsoluteAzzy That looks pretty messed up.

        If you start a new save for testing purposes, does that work ?
