High School Years custom high school not working

I play on a PC through the EA launcher. Recently I added High School Years to my expansion packs along with Zerbu's Go to School and Venue Changes mods. I have the latest versions; I checked on that. High School Years is required for Go to School; Get to Work no longer is, although I do have that. I also have several other expansion, game, and stuff packs, all downloaded and installed through EA.

I built both an elementary school and a high school to put in Willow Creek, remembering to include Zerbu's NPC stickers and podiums. Now I can follow my child sim to elementary school, but my teen sim still goes to the Copperdale high school rather than the one I created. I can follow her to Copperdale and watch her at school, but I want her to go to the school I built in Willow Creek. Since I did include the stickers and the podium, the lot is coded as a High School, and it contains all of the required elements, is there something else I did wrong? Would deleting the Copperdale school force her to go to the Willow Creek school, or would that only crash my game?

Fashion Authority, UI Cheats, and MCCC are the only other mods I have. I've checked to see that they're the latest versions. I do have the driver, nursing, and stay at home parent careers put out by KiaraSims4, but I have temporarily removed them from my game because some people are saying custom careers are causing problems after the latest update. They seem to be working OK for me, but just in case, I took them out. I'll add them back in later if they're still working OK. I have four custom content items from ATS4, but I don't use any of them in my schools. I use them in my wedding venue, which also seems to be working. I don't have any other cc.

I just find it weird that the elementary school is working, but the high school is not. Any suggestions?
