Horse cannot walk through gates

Every time I try to make my horse walk into an area that has a fence and a gate, it gives the bubble that they can't go that way. The gates are unlocked, and it's like this for multiple of the new Horse Ranch gates. Am I missing something, or is this a bug? I can't even take my horse into the paddock or his stable area because of this.
